Soaking helps to get rid of dirts, get rid of starch, make it cook faster etc. Soaking is optional though as some peeps just grind it as it is.

You can use any type of rice but do soak the rice for few hours before washing, drying and grinding. Although some peeps don't soak/wash rice before grinding but that's entirely up to you.
