Did you check to see if the “Do Not Disturb” is on for that one person? Click on messages, make sure you’re on the main screen and not the text screen of that person, swipe left, click the notification bell, and make sure there’s no moon next to the person’s name. Should work after that...

If you haven’t pinned it then step 1 is not for you
Step 2: 3D touch the contact
There is an option show alerts
Press it n now u will get notified

I don’t think that’s my case, like sometimes I’ll see a new message from somebody I texted pop up on the thread but it will disappear or go away when I click on the thread or move down a few threads under text messages threads that’s more recent than that one do I need to delete pictures or sumn or it’s a connection thing ?

There’s one more thing. When you click on a text message and press “i” on the contact to access info you might want to check if “hide alerts” is turned on.

On the screen that has all your messages, you may notice a bell at the side of the conversation this means the alerts are off. Press and hold on the conversation without clicking in there should be an option to show alerts.

Hello there yes I have a problem or should I say my aunt is having a problem where she can receive alerts and notifications from everyone else in her contacts but for some reason when I tried to send her and iMessage or SMS she doesn't get any notifications no audible alerts nothing but it's only when I try to send her something everything else goes through just fine.
