The cooler alone is worth $100... also many components on the PCB can be used to repair broken GPUs... If it was really $20, this was still a great price!
Thermal pads are what's sitting on top of the RAM & VRMs, not paste. Thermal pads are not nearly as efficient at conducting heat as thermal paste, or liquid metal, so are not suitable for CPU or GPU cores. However their greater thickness allows them to be used in places where the heatsink doesn't make close contact.
I'm gonna guess no memory or gpu. This is happening a lot. Some are even being charged full price for these PCBs with coolers. Should be some stuff you can sell, or maybe even buy a damaged GPU that has a GPU and memory and make a working unit?? I see them all the time online being sold as parts only or non functional.
If any of you want this GPU/PROP let me know and i will try to find way to forward it to you. They actually have a huge stock of these.

no memory and no core still for 20 you can sell the most parts around for a fair bit
