It's not just a hard hat, it's the rest of PPE as well, plus fall hazards, congested work zones, etc. AND FYI, if you've never seen a worker without a hardhat on in a construction site, you're probably not working in the industry. It happens all the time.
*AND FYI* - Anyone dumb enough to walk around a construction site without a hard hat shouldn't have been allowed on site to begin with.
