This shows why Burnside was one of the greatest Coppers on TV, protecting his people and not letting others attack his team, just as he attacked Stafford Row when Carver was being done for drink driving until being cleared by the machine. If Penny wasn't such a dick, others may have been more helpful when he himself was on the wrong side of the law and ended up having to resign.

Cryer, Conway, even Monroe, and above all Burnside all did what they could to prevent this escalating. Eventually though (in a future episode), it was Penny himself who broke the rules and lost his job because of it. Monroe was a stickler for the rules, but to his credit, he knew also how to contain a problem and he himself followed the rules too. He didn't expect anything more of others than he expected of himself. Penny on the other hand, was inconsistent. He could be officious and over-zealous when he wanted to be, but he didn't always apply the same standards to himself.
i have to admit, it was good watching monroe pulling penny up. just a shame it wasnt cryer or peters in custody at the time, worst they would have done was had a quiet word in lines ear.
Conflicted in my opinion. A lot of cops are dirty in real life. This is a drama I grew up with and loved a lot of of the characters. Gotta hand it to " Tom Penny " for making one of the most unlikable people in a tv show. Great acting.
