I have a question (maybe is late) but fro the question you used I would ahve used a paragraph to expose (for example) China's control of the ooppposition and the Germany. So it is not divided by types of control, I would have done it using each paragraph for a State.Thank you!
Given that it is not a compare and contrast question I believe you could do in one paragraph Germany's control of opposition and why economic and social policies are more important in Germany's case and then do the same for Italy. However, I believe the IB prefers thematic division and surely mixing boths countries gives a deeper analysis. I would recommend you to always divide thematically and mix both countries if you are asked to. That is just my opinion, I have the exam in a week time and I am just telling you what I have seen in class and in essays with a great mark. Good luck with your exam :)
