I feel like the original Flamebound could be used before safeguard is activated (it's less urgent, but has an underlying vibe that something bad indeed might happen). This could be used when the core approaches unsafe temperatures after the safeguard activation. It's much more tense, and reflects the fact that the safeguard you could depend on reverting the core back to safe temperatures is already activated and only the controls the personnel are probably fighting over can save you. I always felt weird when Flamebound didn't play if the safeguard was activated, anyways. The same could be applied to Frostbound, except the question of when to use Arctic Rebound is a bit more complex. It could be used either for if the safeguard has been activated regardless of the laser overload status or if the freezedown has to be absolutely gauranteed other than simply heating the core up beyond a freezedown temperature. I would go with depending only on the safeguard, because that's when preventing the freezedown becomes a race against time. The original Freezebound did sound a lot more in-context than flamebound - the Crystallized Intelligence part gives off the perfect amount of emergency to describe "something's going to happen, and you have absolutely no way of knowing what". The low, ominous part that happens shortly after the main percussion stops also foreshadows the fact that freezedown is even bigger of a screw-up to make than a meltdown.
