I lived in Oeiras just outside Lisbon in the 90-ties. At that time Cascais and Estoril, west of Lisbon, were most popular among western expats. And of course the Algarve coast. Among expats from the former colonies suburbs of Lisbon like Amadora, Queluz, Cacem and Almada were popular
