In the molecules NaCl, whose bonds form a solid product, to disperse from each other and become aqueous, creating Na(aq) + Cl(aq). In other words it dissolves in the water, changing the salts state of matter.
The movement of these reactions actively happening between the salt and water cause the food coloring to move differently than it would in still water. Super fun stuff

No salt doesn't float on top of the water it dissolves in the water meaning instead of the salt separating and going down(which it would if it wasn't water soluable since it's more dense than water) it mixes with the water. The real explanation is that salt water is denser than ink and normal water isn't.
