Hosting a WC by one country is a very difficult task this days, in Europe there are 5 countries that are able to do that, so UEFA wants to reward smaller countries with EURO. Even hosting EURO on its own is unachievable for many European countries, that's why there are so many joined bids. Be patient, eventually Spain gonna get EURO. And last thing, Spain has hosted EURO in 1964.

Logically, OPAP Arena was not chosen because two larger stadiums in Athens were chosen. It is the same with Euro 2032, where the Besiktas stadium did not fit into the Turkish bid, even though it meets all the criteria and larger facilities from Istanbul were selected.
