It may be what Bailey thinks is expected of him when they're filming him. just like with the kittens, the ducks, the chicks, etc.
I strongly suspect he's been trained as a therapy dog. If not, having been taught to be tolerant with all the other animal babies probably has the same net effect.

I'm amazed how Bailey maintains his space and is visibly annoyed but doesn't snap at the puppy. It's like he gets the situation and is tolerating it bc that is just what puppies do.
