The CPU uses this strategy all the time. It IS annoying.

when the CPU does this, you can counter with mindbenders, which is hilarious. They'll just march shields after shield towards your mindbender with no support.

im playing xin xi in a random 4 player game and ive had to employ the defenders. im currently fighting off everyone(they all are mainly attacking me). im have some just sitting there near the enemy cities clogging up movement
