I would have said no to it but not gone so much out of the way to prevent it.

When Katy Harris was with Martin they should run away from Tommy and Angela and then Martin and Katy Harris will have a good time together in Martins flat

Katy is a minor and thus under her parent's control. Unless there was any abuse there is nothing the police can/would do.
