My ritz fan ac blower makes noise when it is on speed 3 & 4 only, cooling is proper but it makes noise as some paper is stucked in blower fanz but when I checked it out, the blower fan motor was all clear,

Hello friend the worn out commutator of the blower motor can be made good by the lathe machine. Lathe people can correct the groove formation on the commutator due to constant rubbing of the carbon brushes. The will clear the groove and make it plain circular facing.

Is it possible to remove the blower without pulling out the entire dashboard ?
No way. But no need to take out the entire dash board out. But only take the top cover out and then you can see the motor in the top and now you can remove it out.
