Center gauges are aftermarket, there's a lot of subtle updates and you can absolutely take it for a spin! I find it amusing that it was parked next to a bunch of fire trucks too!
Although maybe not the original motor, that is an A series engine as fitted to the original minis. If it has two extra head fixings (left and right ends) it likely a 1275 cc (78 cu in) motor and looks like it has been tuned. The Kent Cams sticker on the aftermarket, alloy rocker cover plus whatever carb' is lurking under that awful looking air filter suggests that is the case. Although an ancient design they are still used in motor sport and can be tuned to give well over 100 bhp. If it means anything to you, the mini Cooper S won the Monte Carlo Rally 3 times (getting 'fiddled' out of one win by the organisers). The French were always convinced they were cheating somehow!
Mini you won’t regret driving one. I owned a 1966 mini and had a mini van which was engine swapped. Build quality is great they do rust particularly older ones on the channels and pillars and parts an available world wide. Early minis are money but none are now cheap. Engines any are fun even the 998cc but1275 engine is excellent. It’s all power to weight and they corner amazing. The most fun to own but don’t have a crash in one. My brother was in an accident head on at 15 mph the steering wheel went to roof and he nearly lost his head!!
You get some good JDM bargains in the UK mate. And some unlikely vehicles at that. Look up The car zoo (the car warehouse) in Middlesbrough in the UK. You’ll love it!
A woman in our town has a Mini Pickup truck. She uses it on her farm to haul hay & brings it to our local car show yearly. She absolutely loves it & she said build quality is awesome. When she has it at the car show she allows people to sit in it check it out and take pictures.
Google lens app has a translation feature. You point your camera at a text & it'll translate to English. I used it on something I was putting together that only had Chinese instructions.

They state that they buy them in bulk from rejected vehicles people refused to accept at a discounted price. Sounds like those very same vehicles you got at your port.

In Top gear when Clarkson Hammond & May went to India Hammond's mini was 1 of the very last. The Canvas Convertible Jimny from launch 99 to 09 all Convertibles we're made by Santana for Suzuki . Santana also made all Suzuki Samurai & Vitara Convertibles & also Landrover Series & defender models. They are a Spanish contract car manufacturer same as Nedcar in the Netherlands building all mini models but not Hatch that's made here in England & same as Magna Steyr in Austria making Mercedes G-wagons A-class & BMW Z4 & Toyota Supra .

Today I learned that Ohio will accept later model Kei trucks. They have a special category for them. No telling if other states will take an Ohio title. My experience with California was I couldn’t buy an out of state vehicle and register it there but if someone moved to CA they could bring their “illegal” vehicles in and later sell them. I’ll bet those late models are going to Ohio. You can’t “pop the hood” on a Mini. It’s called the bonnet.
