I think it is mostly preference but there are some differences, I wouldn't use a rotary cutter on that many layers of fabric at once and also I don't have a cutting mat big enough to cut the petticoat panels all at once. I do prefer my spring scissors over a rotary cutter unless I'm cutting something that needs a clean edge

I'm thinking about making a (far less fluffy) petticoat, but I was wondering what the benefit of the fishing wire in the hemline is?
It makes the ruffle hems stiffer so they poof out more than a regular hem
