That was more likely on Windows XP, with Internet Explorer 6 or 7, and with, at least, a 1024x768 CRT monitor. 640x480 was way back when we used DOS as a "proper" operating system. I know that kind of sound weird but we were able to use that back in the days.

It's a small black handheld that actually has a few of the games that the VC-1 cartridge has; Squirrel Bobble, Pinball Fish, and Bubble Blaster (the Zuma/Puzzloop ripoff). It also has the two games he mentions came on a different cartridge called Mr. Onion and Plumber. Should I send it to the good doctor?

I have the funniest feeling that the system runs off duplicated GBA hardware. It might not be programed to run GBA games, but it definitely looks like it is the same hardware by the graphics. I wish the Chinese clone systems for NES, SNES and Genesis would utilize S-video or YUV along with more accurate colors and sound. If you have original hardware, there is really no need then.

Since it's from China and it's used only to weigh down the console, and it is located on the inside (which isn't intended to be accessed), then it's more than likely solid Lead. Don't touch it or disturb it in any way. Just leave it in there and close the console since there may be Lead dust inside. The effects of Lead are unimaginably horrible. No amount is safe, not even a picogram.
You know how Ashen found a metal block in this? Well, yesterday I was taking apart an old 1980's hotel telephone (no joke), and secured to the metal base was a 1x1½ inch block of LEAD.
