Actually these guys are the undercover heroes to their govt and authorities. They bring millions of dollars into the economy every month. Even if you manage to get them caught by the authorities somehow it will just be a pretend legal custody and they'll release them within a few days and you'll see them doing the same job in some other scam call center. It's one of the jobs their authorities and govt like the most.
