I don't really understand either, but from what I get simply based on their voices and behaviors, the guard is suspicious of Velvet. Magilou convinces him that Velvet is maybe crazy, or an assistant, and then shows off that she's a sorceress.
XD. It's because of travel documents. Due to some event in the city many people from all over the place were gathering there. Velvet and co. tried to sneak in hoping the guards would miss them but failed hence Magilou came into the scene masquerading as something like a circus band. She forced Velvet to make a pigeon appear like how a magician would but obviously Velvet can't do that so she said she forgot to bring the equipment necessary. The guard then just wanted to let them go but Magilou insisted she(Velvet) show some magic and forced her to act like a pigeon hence the "Coo-Coo" part and then Magilou did her thing and the guard scold them for advertising in the middle of the street and let them of the hook.
