So far for me this is officially the hardest mission of GTA IV, The Lost and Damned and The Ballad of Gay Tony. I was to able to complete it only this way: 1. Ignore boats and fly directly to their final destination. 2. Get out of the helicopter, but don't drop it too far from you. 3. Wait for boats arrival. 4. Kill all of the arms dealers. Each second is important, so start killing them even before they will get out of their boats. Kill the most dangerous enemies first - with bazooka. 5. Go back to the helicopter and finish the mission without any problems.
Easiest way to complete this mission: You have to do the Yacht part because there's no other way to do unless you are chasing the fleeing arms dealers, There's a easiest way to do. First of all, Keep following the boats and watch out for the rockets and look at their route where they will escape on foot. If you fail the mission the first time during chasing the arms dealer part, Go to the nearest shore they will try to run while doing so, Set a waypoint where the arms dealer would escape on foot and land the Buzzard there and wait for them to come and kill them all on sight and the mission won't fail if you are to far behind but only if you destroy the buzzard so keep that in mind. Hope this helps for you on PC Version. Recap: -->Set a Way point where they would escape on foot(You must follow them until they stop at the nearest shore.) -->Wait for them to stop at the waypoint you just set on your map but you must wait in the chopper otherwise you can pinpoint their locations. -->Last but not least, When you see them, Just use any weapons you have and kill them. The objective will be complete using this method and it's tested. -->At the near end of the mission, Just follow the objective to land the Buzzard on the hell-pad. That's all you have to do if you don't want to chase the boats. Have fun! :)

This mission looks like hard as crap -- I am playing it on PS3. The heli controls go awkward, worst altitiude meter -- looks like I am flying above the clouds. The game's height cannot exceed the clouds. I died 2 times and still I can't pass this mission. It's even harder than A Revenger's Tragedy, GTA IV's final mission. Killing arms dealers is way harder than that. It looks like this: As a helicopter, compared to the size of our hand, needed to kill 3 fleeing arms dealers on 3 dinghies, the size of one millimeter microorganism.

For those struggling! Fly to the warehouse where the gangsters escape on foot-- it's the same warehouse where you confront Pegorino in the Revenge ending. Lie in wait, lie down some sticky bombs, and mow them down as they arrive.
you don't have to kill the arms dealer on the boat while escaping . you can kill them when they reach the beaches you just have to be at the beach before they do and then do an ambush by using a sniper rifle and an rpg.
Good old times playing this game when I was 10 years old especially this mission cuz I never stopped playing it cuz I love doing destruction and massive killing like Thanos or Beerus.

This mission is hard, don't get frustrated and keep at it. You'll get it. Tips for this mission: 1.) Aim for two separate playthroughs post-game: one for getting the 3 bottom goals and another for getting the time goal. 2.) do NOT "fast travel" with a taxi (this applies to all TBoGT post-game missions, just don't do it) 3.) On your first playthrough post-game, take your time as time is not a factor here. 4.) BEFORE triggering Yusuf's phone call after taking the heli, take out the patrol boat and take your time doing so. 5.) When taking out the actual yacht, damage to the yacht seems to be section-based. You need shots to the back, shots to the mid-center, shots to the off-center and shots to the front.The easiest way to do this is hover at around the height of the yacht and use your heli like a stationary turret, blasting missiles into it and only rotating it. 6.) The yacht is finished, three patrol boats to take out: don't bother with missiles. I preferred the feeling of taking the out with the missiles, but it is MUCH easier to take them out with BURSTS from the machine gun. To get an estimate of where the bullets will be, look at the GAP BETWEEN the LANDING GEAR. RIGHT BELOW THE COCKPIT. When tilting the heli forward, the gunfire tends to head in that direction. 7.) Don't be afraid to GET CLOSE to the patrol boats escaping. If you're skilled enough, or in my case have enough practice failing a dozen times, learn to hover just above the boats without tilting into the water. 8.) The alternative and preferable strategy is to hang either a little back from the boats, or a little forward, and estimate your machine gun bursts. Taking them out from a distance. TIMED PLAYTHROUGH 9.) Assuming you managed to finish the mission on the first playthrough hopefully you have a grasp on the mechanics for the second (timed playthrough.) Drive to the mission FAST (be steady, it's better you drive mid-speed and don't crash, then drive fast 80 percent of the trip then total your car.) 10.) Get into red speed boat. 11.) Avoid initial patrol boat (don't bother taking it out this playthrough, just take out the yacht and the 3 escaping boats.) 12.) Fly and land the buzzard.
