I did a 93 towncar like this but I stripped and gradually sanded it from 80 down to 4000 grit to all metal then polished it to a mirror.
It took 2 months to finish correctly but it looked amazing and didn't rust as the finish was so fine water totally beaded off of it and the polish compounds prevented it.
It's a very labor intensive job but well worth it.
It's been a year since I did that and car still looks amazing and I'm in a very rainy and humid area.
Not 1 drop of rust
Unfortunately with body damage this process is nearly impossible unless you know a good body guy.
Everyone hates me driving it on a sunny day as it blinds people
