Nicely done.👌 It is somewhat absurdly funny to think that you, like most people about this subject I believe, mentionned the few cities in so-called Atlantic Canada that could potentially host a CFL team, yet didn't even mention Quebec city (which isn't part of Atlantic Canada of course, but it would be the easternmost one in the league, and the point is that only its urban area is population and economical wise huger than any cities in the Atlantic (even than entire provinces there), and even more than (or as huge as) a couple of cities already hosting a CFL team, therefore letting one to believe that Quebec city would be a very suitable hosting choice). It makes me wonder what's wrong in this topic...
I don’t know the details as to why the CFL hasn’t really considered Quebec as a location for expansion, but my guess is the market draw of the Alouettes in the Province. I included the Maritime bit because the Schooners are legally a CFL franchise-the team has an official Wordmark and are allowed to begin play as soon as they secure a stadium deal and roster rights, whereas there are currently no plans by the league to expand into the GTA, Quebec, Laval, Windsor, etc. Keep in mind, expansion has historically gone very wrong for the CFL: an American team won the Grey Cup in the 90s before folding, and the league is hesitant to have another blip on their history like that happen again.

Although, it's always a bit ironic with the argument of the market draw of the single Alouettes (or anything with Montreal for that matter) in the Province of Quebec, when we realize that, for example, we got the 2 cities Edmonton and Calgary sharing the Alberta market more or less fairly I believe, in every major sports actually, even though the province of Quebec still has a way larger economy and is about twice as populous, or the fact that there are currently 3 CFL franchise in Ontario and the rumours for a forth one coming are recurrent. Anyway, of course, Montreal's pro-sports owners love to maintain a near-full monopoly in the province (sometimes with some draw in the Maritimes) (in the case of the CFL, western Quebec "market" is at least partly if not mostly drawn by the Red&Black, well to Ottawa in many other aspects). For a long time, it has been said Quebec city has had somekind of a "loner" mentality and attitude, in the province at least. It brings me to wonder why that is : like some I've heard say, it could be because there they are more lacking in ambition and nerves, or as I've heard other say, because they are tired of some shaddy unjusticeful politics, or perhaps from a bit of both, or more... Anyway, thanks for letting me rant a bit, I got inspired today ✌
