Well the way I see it, is you connect a voice with Context. While Tim is no stranger to playing supernatural beings, like Lord of Darkness. Tim's Pennywise voice and demeanor comes across as a disgruntled circus clown who had snapped. Whereas, Bill's voice comes across as more of an obvious yet still scary monster.
I think Bill did an amazing job as Pennywise, as did Tim. This role is probably going to become one of the most iconic (it already was) but the second chapter of the new adaptation could help solidify that. I love both originals (at least the first part of the miniseries) and hope the performances are analyzed for years to come.
All the people saying it's 'sad' and 'poor Tim'. The guy doesn't need your sympathy. It's insulting. People of all ages and backgrounds have strokes. They work hard to rehabilitate. Give him your admiration, not your sympathy. He's not any less of the great man he has always been.
