The brave lady was enjoying the bench for 7 months when thousands of her fellow employees were working hard at low wages to pay her salary. She is not a fresher, rather she is enjoying a fat salary at 8 years experience.
Of course all HRs in IT companies should be terminated as well because they do not serve any purpose. A capable HR would have interacted with her within 2 months of unallocation and given her a warning, then followed up with warnings after every 2 months. Their mistake was that they never intervened before and straightaway went to the last step of termination.

In service based companies, they allocate the project to their employee themselves, most of the time randomly without even considering the technology stack they are trained in and this goes for freshers as well as experienced peeps. So its not an employees fault that they have been kept on bench period for such a long duration even. Ideally the staffing consultant has to arrange atleast 2-3 client interviews in those 6-7 months for the employee. If clients dont select her and if she in unwilling to relocate ( written proof of such communication ) they then should warn her that this can lead to a termination. H.R sees this often so they should be proactive to avoid bad blood. Put them in a performance improvement plan or encourage them to succeed in internal client interviews to get on a project.
On other hand if projects are hard to come by many employees proactively look for employment in other companies. If you have 8-9 years experience the cost to company is high and you are on the chopping block if benched.
Once on the bench economics take over and logic has little place. When things get bad like this employees have all to lose and H.R has none. You can blame the system and maybe the employee is right too but in the end you are the one holding the can.

If someone is in manual testing for more than 2 years they themselves have degraded themselves such people slack off in office time and are least productive. It becomes difficult too when you want to change your profile. I know the work I do can be done by a 12th pass student but still i get same salary as a developer.
