Then he realized that being a good human being actually hurts your standing with the department. So he became the Rawls that we saw in the show.

Randy was too consumed with money, and that contributed to his downfall too. Think about it, he accepted a mere 5 dollars to be a lookout for a group sex meet up when he makes double of that just selling candy. He also excepted the same amount from Kevin when he bought skittles from him and he told him to tell Lex to go the park and let Randy keep the change. Randy was making money, and his foster mother seemed to be providing for him so Randy had no reason to get involved with all that other stuff.
