I don't have any asistance about how to test or put the black lead,to test the output voltage of ic and how to know any ic is good or bad.but you are the one that i want to get a solution.please sir help me.

Assalamu Alaikum sir
Sir when I checked the non working ATX power supply withvpfc .I checked and the output Schottky diode was short .After replacing it was working without load 12 volt and 5 volt but the two wired fan speed is less.please guide me.
