when I was a LITTLE kid back in the late 1960s - the "old man" Joe Zerilli used to come into a restaurant (I won't mention it's name because it still exists) that was near where my family lived in Detroit area. Bottom line, Jack Tocco was the official sitting boss of the Detroit Partnership from 1979-2014, roughly 35 years, no doubt, it's a fact. But...he was not the longest serving boss.
Gentlemen, Joe Bonanno served as boss of the Bonannos from 1931-64, roughly 33 years. While Joe Profaci served as patriarch boss of the Profaci (Colombo) family from 1928-62, roughly 34 years. Tampa boss Santo Trafficante Jr. was boss from 1954-87, roughly 33 years. While Frank Balistrieri served as Milwaukee boss from 1962-93 (he was named in Dec. 1961), so there is roughly 31 years. It's written and said that Northeastern Pennsylvania crime family, aka Bufalino crime family boss Russell Bufalino was boss official boss from 1959-94 when he died while living in an old folks home. So, supposedly boss for roughly 35 years...same as Jack Tocco...Bullshit! Bufalino was imprisoned from 1978-89. His trusted underling and relative Eddie Sciandra was acting boss so Bufalino retained power, but I have no doubt that when he was released in 1989 he began the process of stepping down and retiring officially which I think he did sometime in 1990, by early 1991 the latest. Billy D'Elia was boss by the beginning of the 1990s, so I wouldn't put Bufalino as tied with Tocco for years as sitting boss, but he was close like the other bosses I named.
Basically Jack Tocco's roughly 35 years as boss is not unheard of. Even more so it does not make him the longest serving American mafia boss. That official title goes to "the Grand Old Man of Cosa Nostra", Buffalo crime family boss Stefano Magaddino. The old man served as the official sitting boss of the Buffalo Mafia, aka Magaddino crime family from 1922 until his death in 1974. That is roughly 52 years! Magaddino doesn't have Tocco beat by 5 or 10 years, but 17 years. Even during the split in Buffalo, when factions formed within the Arm to oppose the Magaddino leadership from 1969-74 for roughly 5 years, the Commission remained behind Magaddino and refused to declare a new boss leaving him the official boss. The other 3 factions lined up behind an acting administration until the family chose a suitable successor and the Commission sanctioned him as the next official boss, but only after Magaddino's death in 1974. Sam Frangiamore was named acting boss in 1974 after Magaddino's death and became official sitting boss in 1975 because he had to go through a Commission declared probation period for 1 year before they sanctioned him officially.
Stefano Magaddino is the longest serving sitting boss in American mafia history at roughly 52 years.
Sidenote - Carl Peter Caputo was a Milwaukee crime family member, most likely the family's Madison caporegime, allegedly starting in 1940. If the FBI and some American mafia historians are to be believed Caputo was the boss of the Madison crime family right up until his death in 1993. That's roughly 53 years, 1 more than Magaddino. So, based on who or what you believe (or better yet, research), Carl Caputo could be the longest serving American mafia boss.
