Congrats on the subscribers milestone! From the trailer Capitano reminded me of HSR's Hanu, so I don't mind if we never hear him say more than a cool-sounding grunt. Slightly concerned about the Cryo being good, though.
it might be a swap here; columbina is the one we fight in sneznhaya while Capitano is the one we fight in Natlan. Mihoyo seems to be trying to break as many of the "rules" they've established for so long with this update. Only reason I see Columbina having any participation in this one is because she has some connection to Natlan
Snezhnaya is not the last stop of the story. So some Harbinger will appear when the story returns to Monstadt like Pierro and maybe Pulcinella or Dottore. Then there are Khaen'ria and Celestia.

I think that we will get most of harbingers in snezhynaya patches and later on in khaenriah or afterwards. Since sandrome is the last one speculated to be released and she's connected to Fontaine. I think her arc will be after genshin's main storyline ends. And that in snezhynaya we will get harbingers instead of some side characters ( like lyney, tignahari etc) would Pulcinella or pantalone
I don't think that they'll make capitano playable so soon since he is the 1st ranking fatui harbinger, Columbina seems the more likely(er) character to become playable

and in sumeru we see dottore and we fight scarramuccia
You're forgetting that we first see Signora in Mondstadt and that we see her again in Liyue.
