There were some bad cartoons from the 90's such as Gadget Boy and the Brothers Flub. And not all cartoons after the 90's were awful, one good cartoon after the 90's was Billy and Mandy.
I remember seeing this episode back when I was about 10 during its first airing. I was just kind of stunned during this whole scene. I remember thinking: “Not only did two guys just hang themselves, but now they’re singing a rollicking song about how hanging is so great, it’s basically a blessing from God. How are they allowed to show this kind of thing on a kids’ show?! This is just not right!”
This is one of my fondest memories. I was playing in one of my first rock n' roll bands and all of us bonded over how funny this particular cartoon and Raising Arizona were.

The UK is notorious for having a hard on for anything even remotely imitable... old Pokemon games raised to 12+ due to the slot machines, Lilo from Lilo and Stitch hiding in a (inactive) dryer replaced with a pizza box, SpongeBob's Mind the Gap episode being edited because kids would attempt messing with their teeth like SpongeBob did, etc., etc.
This song got brought up in conversation at work the other day, so I looked up the lyrics and read them aloud. I forgot how messed up this show was when i watched as a kid.
