The reason Santa never had a toy chest when Julie was in control, was because Julie meant for the toy chest to be there for any parents that wanted to buy the child and baby toys that were shown in the videos. Notice how she excluded any toys not suitable for babies or added an extra note? And because Santa was full of Christmas ornaments etc and didn’t have any baby toys or things parents would want to buy, she left it out and also saved her time as she was hurrying to get Santa released.
