I always look at any dividends or interest as a bonus no matter how little it is. If you were offered a £6.25 discount you wouldn’t be saying no thank you.

I know a couple who hold the maximum in PB’s and apparently so far this year they have amassed over four grand in winnings, which is paying for them to go on a fancy holiday! Know someone else who holds a few hundred pounds and has never won a thing…so perhaps it’s down to how much you hold?
Premium Bonds are 100% safe, but the return is variable and random like the lottery. You would need to invest about £21k to get consistent returns. The primary benefit is seen by higher/additional rate payers with high income, as the winnings from Premium Bonds are tax free. If you are a basic tax rate payer you can use the savings interest allowance to avoid tax, I would therefore go to a high interest bank account instead of premium bonds for your emegerncy funds. Guaranteed interest at 3-4% and no tax.
I too have premium bonds and have had a few wins over the time I have held them. It works out at about 4.5% in winnings which I have reinvested. I like that the capital is protected and I can get the money out within a few days if I need it. The money in there is my emergency fund which thankfully I haven’t needed to touch lately.
I only have investments in Vanguard, who have a very good reputation and don't charge exorbitant fees. My brother set up the account a few years ago for me. Unfortunately I don't really know much about it at all which is really unfortunate as I'm no longer in contact with my brother so not able to currently make changes due to not having a clue! 😢
I just did the conversion and 119 pounds is $214 Canadian. Definitely nothing to sneeze at for sure. Should you maybe have put the $$ from September towards Christmas instead of investments? Might have eased your burden with buying gifts.

In hindsight, I should definitely have done that.
