Oh, they told you this is Michael's exclusive? Gerstaecker is selling this in Germany, and I have seen it on amazon Germany for months. There are several new Cotman things recently, like themed sets (they are 8 or 10 pans, assorted and sold in a case like the sketcher's box). It does look a good deal though, I will probably get the 20 tube set when I want to refill my Cotman pans sometime. In the 10 tube set I think the choices are not so great, but that's a personal thing, because I am not into their lemon yellow, and I think a pthalo green would have been a better choice than the hooker's. As for the 5ml tubes, I think they are a good idea if this is what it took to make them come out with an affordable tube set. 5ml of watercolor are still plenty to work with, especially if that's not one's only set, which for most people it usually isn't. I don't really know how fast 5 ml would go if one uses only that, but for me a 5ml tube or even many half-pans do last several years because I tend to vary what brand I use. And if they do not last so long for someone who uses thm exclusively, they are still a great way of getting to know the brand to decide whether one should invest in bigger tubes.
You make a good point. I tend to paint small and use dry pans to paint vs.using paint straight from the tube (I also have a ton of watercolor sets!) so most of my sets last me a looooong time. But that is just my experience. Everyone has different painting habits and preferences.
