When he touches the palm of his glove it looks like he's wiggling his hand to get the glove on more tightly. Those pitches are disgusting though, dude keeps this up he's gonna get drafted for sure.
If you look up this pitcher (Braden Olthoff) and pull up an article related to this incident, he says that it's because there's a bubble there and he pushes down on it. Whether that's the truth, we will never know, but the umpires didn't find anything.
Update: He is now a RHP for the Angels along side good-ol Ohtani.

I was surprised he didn't go last year, he was insane last year. Now he's a senior and that's gonna effect his draft stock negatively sadly.

I remember when I played as a kid i did the same thing, pushing it there pushes the whole gloves back into the palm of your hand. Would be a bad spot to put tar anyways since its usually... you know.. where the ball ends up when you catch it. It would be obvious after a few pitches since it would eventually coat the ball.
