I love the Apocalypse Now vibes from Rawls's unit. Rawls is like Kilgore in that movie; enjoying the senseless destruction. The guy on the radio saying "Outstanding, that's a case of beer for you guys" fits in with how they treat that scene in the movie, where they're probably committing war crimes and loving every minute.
They seem to hint if Bunny had checked out during his final stretch of employment & napped in his office & taken as much vacation as possible none of his superiors would have cared & the major’s pension would be in the bag. Instead of doing all he could to boost quality of life for his district:(
