Shouldn't the 10 spaces ahead handicap be counted when all horses have moved?
I'll have to go back and double-check. That might be right, but the way I always interpeted it was that if at anytime a horse was over 10 spaces ahead of the 2nd place horse the handicap took effect immediately.
