I just realized why did they build tracks over the gordons hill rather then build a tunnel trough ?
Maybe they though trains had enough traction to get up it?

The NWR was built during 1914 and 1915 so I think that it would be quite expensive to build a tunnel through it. And the roof could have collapsed.
