shoot the crystal it's preparing to shoot a laser at, and go around shooting the crystals in the opposite direction its spinning. Don't do it too early else the crystals will flip back to pointing outwards while the laser is being directed around. The laser will stop and hit the next cannon that's intact in the line
How to beat it: Boss stage 1: Look for the activating cannon and immediately shoot as many prisms as you can (clockwise or counter clockwise). When only one cannon is left, immediately shoot all the prisms as fast as you can. Boss stage 2: Shoot the boss when it pops out from behind the afro. (Avoid shooting the afro or it'll strike you no matter where you aim your camera!)

Im still having troubles with this boss to this day.
How to beat it:

@@jtgamer108Alternatively: Shoot just two so they go to a different cannon, and then when one is left, shoot all the prisms as soon as possible.

I found my old 2DS recently, and I beat the final boss! But for some reason after that the game would lag on the final boss.
