Hi, there have a few questions, l have the 6 hp version same colour. Do you know what the colour code is for this engine, and should there be a black plastic air filter thingy on the carb? mine is missing but seen it on other ones.

These engines have a problem with the (idle) air entry on the carburetor, continuously clogging up with dirt/oil substance. This air entry hole (jet) allows unfiltered air. Once cleaned out, it will run fine again and keep it's idle rpm. But you will have the same problem when trying to start and idle them 2 or 3 weeks later. Solution : Buy a 4-stroke Honda or Yamaha.

It's for draining the carb bowl prior to disassembly or storing for winter (Old Question I know, but in case it helps)
