Works better if you think of ONE, TWO, and THREE as WHOLE BEATS and the two CHA CHAs are HALF BEATS. This puts the BREAK on TWO which happens on the high, single note of the conga.
Knees should always be bent when there is weight on them. This contributes to good balance and good latin body movement. You may be mixing this with international style which is normally not done socially or in clubs.

@ Ray Gardner - the chachacha is the '4 and 1' counts - rock step is the 2 count. So, 2 (rock step), 3, "4 and 1" (chachacha), 2, 3 ....
