[RELOADED_REMIXED] Chapter 11: Some thing never change...

Reloaded Remixed is a fan edit combining elements of "The Matrix Reloaded", "The Animatrix" animated shorts, and the "Enter the Matrix" video game. The goal is to create a 2 hour film which is a tribute to the original work while presenting something completely new.
Whenever I'm watching a sci-fi movie and I hear any variation of the phrase, "Ladies and gentlemen of the council." That is when I know it is the perfect time to use the bathroom. Even "2001: A Space Odyssey", the greatest sci-fi movie ever made, has such a scene and it is dreadful! Mirroring the earlier scene between Niobe and Lock this scene I inserted segments of a parallel scene where Lock is explaining to Niobe why he excluded Niobe from the counter-attack. I like the contrast where it shows Lock at his most vulnerable and his most confident.

Smith reminds me of Shao Kahn in way as far as world dominance but a big difference is that Shao Kahn pays homage to the people who stand for his cause, as far Smith it's all about him.

What is meant by "Something never change,but something do"

During the temple rave scene, Niobe flirts with Morpheus (her ex) about how he used to dance, and he says “some things never change” with a smirk, but then Locke (her current boyfriend) comes and breaks it up, after which Morpheus says “some things do change.” She is referencing that moment, showing that she is more loyal to Morpheus and his belief in Neo.

I think Neibo cares about Morpheus even though she is with Lock now.
However she falls out of love or respect for Lock because of his lies to the council, his overprotection of her treating her as a child instead of the warrior she is and lastly his unwillingness to bother finding Neo/The One but more specifically Morpheous. Basically Lock due to his lies would allow both of these to die if meant to be and Neobi could not live with herself if this were to happen.

Do the council realise they are part of a loop that they are so insistent to find Neo? Like are they aware they're all going to die and need Neo to continue the cycle or humanity will die?

No, they don't know that. No human alive knows - Neo figures that out in the Architect scene, watch it again.

POSSIBLY. As Neo says in the Architect's chamber there are 2 possibilities: Either no one knew or no one told him.
The Animatrix tells about the Machine War, but in the intro the voice says the history is stored in "The Zion Archives."
If the Animatrix is canon, then knowledge of the cycle would be a deeply buried and closely guarded secret of the council.
