Do you mean that steam basket? You don't need it, you can replace it with normal container ( one we use for rice or Dal in pressure cooker) and procedure is same☺

These potatoes may those freshly took out of farm.. At my home the potatoes we take out look like this.. And we dont feel the need to peel them

You don't have to soak or boil it. It would get fried in the oil. Use split urad dal
