One clarification I need. I think Delhi RTO will have to refund the tax as the vehicle has run for only 4 years, since they have already taken tax for 15 years, legally they have to refund the tax paid after depreciation. What is your opinion about this

Suppose he paid the full road tax at the first state but he didn't ride the vehicle in that state for complete 15yrs and he went to other state for registration.
