How Mark Brown speech got first place he referenced first story from the movie beauty and beast and second story is about that reporter no personal stories. there should be a protest on that speech i believe the reference material is more then 25%

A lot has changed in THIRTY YEARS. 2. Assuming the speech were delivered today, your interpretation of the rules is erroneous. GENERAL RULES SECTION 4.D.1. states: "Twenty-five percent or less of the speech may be devoted to quoting, paraphrasing, or referencing another person’s content. Any quoted, paraphrased, or referenced content must be so identified during the speech presentation." QUOTING ANOTHER PERSON'S CONTENT: i. "You never get a second chance to make a first impression." (3 seconds) IDENTIFIED AS "fairly common." ii. The song of the angry mob from BEAUTY and the BEAST (14 seconds) IDENTIFIED AS "Disney's Beauty and the Beast" 17 seconds isn't even remotely close to 25% of the speech. REFERENCING ANOTHER PERSON'S CONTENT. The story of journalist Pat Harper wasn't 'referencing another person's content'. It seems that you misunderstand the phrase "another person's content." That speaks to using someone else's body of work...like a song, poem, portions of a book, famous quotations, or portions of a speech that they have given. To see an example of QUOTING another person's content and IDENTIFYING it properly, see the speech "IT'S POSSIBLE!" by 1993 World Champion OTIS WILLIAMS JR. Perhaps very few may agree that this speech would have the same effect if done with less animated display. At least for me, I believe an effective physical rendition is more acceptable in a play vs speech. Limiting energy and movement to the essence of the message instead of overindulgence of physical display may be bordering on the comical. This is my opinion alone.
World championship speeches in the past 5 years or so at Toastmasters, the qualities are way worse and the speeches are not brilliantly craft or creative at all. It is all running around, kicking around, jumping all over the places like a circus show.
Interesting observation. A video review of the last 5 winners (Aaron Beverly 2019, Mike Carr 2020, Verity Price 2021, Cyril Junior Dim 2022, Jocelyn Tyson) received that NONE of them were "running around, kicking around, jumping all over the place." 🙂
