Who can remove the nepotism from the Govt. Job and promotions? Nepotism is directly proportional to Caste because family is always within a particular caste. Reservation was provided for in the Constitution of India to bring people on the same platform after independence . thatiswhat is signified by Social, Economic and Political Equality. Political Equality is given by giving them Single Transferable vote to excercise their will. Social Equality is provided by Reservation in Education , Scholarships, Now with setting up of Standup India Mission. Economic Equality is provided for by reservation in Govt. jobs and jobs under PSU's. Once the platform has been Provided equally let the People perform in Unison . After that we should change our policy and dig out new ideas to uplift the society. So that (SC/ST/OBC/Minority/ Poor family) youth can participate in every part of National economy. As a layman I can say Non Creamy (SC/ST/OBC/Minority's/General) students should get 100% subsidy in tution fees/Books/Dress/(etc. As per need) applicable in private and public institutions from LKG to PhD. Our Government Schools should be developed by PPP model. All Non Creamy(SC/ST/OBC/Minority's/Poor General) should get monthly stipend (UBIFS&FL) Universal Basic Income for Study Fooding & Lodging. All above mentioned students should come under Aayushman Bharat Scheme for Health insurence. (Tier 1 treatment should be included with 2 &3 Catogery) All above students should get reservations in University Admissions till graduation only. There should be special Entrepreneurship Fund for above mentioned students with 4% rate. Maximum 20Lac. All above enterprenuers companies should get reservations in Government tenders ( 40%Share). Government jobs should have reservations only for (administration, Clurk, Peon). All other should be exempted from reservation. Private sector Companies and Universities should have joint projects and above mentioned students should get proper share. On the basis of performance they should get hired by companies. I don't know how much it's right but it try to balance every section of India.

Watcher Node your view is in wrong direction. No body goes in Beaurocracy for the Uplift of society on the basis of their Caste/State/Religion. Definitely he Uplift himself and his family. Mainly Beaurocracy implement the existing policies or draft policies as per Constitution (Influenced and final desicions by the Legislatory Body. I feel Uplifts of Societies could be done by Legislative reforms and implementation. And whatever party/Leader win on the name of SC/ST/OBC/Minority really don't think the grassroot problems of society. Currently approx totals 2/3 MPs are from SC/ST/OBC communities in Legislatory Body but they uplifted themselves and their chamchas on the name of whole society improvement. Reservations must be open for all including general categories , dor this it requires some criteria to choose the most backward one's only. In my department 2/3rd of candidates selected through reservation belong to financially strong families. Reservations must be limited to most backward class like rag pickers, richkwa pullers, daily wage earners, labourer etc.

Reservation system will never achieve its primary objective of social justice n equality for 'backward' castes & classes as it is inherently discriminatory and compromises on merit. Even 72 years of reservation hadn't uplifted the so-called 'backward' sections of society but has merely created a creamy layer within these castes & classes. India has become a country of freeloaders and due to the enormous benefits of the Reservation System, more and more castes & classes want to be labelled as 'backward' to avail such benefits. India should provide reservations only for education and not for jobs and certainly not for promotions in jobs. Let everyone compete as equals for jobs and progress as per their competence. Only then will 'backward' castes n classes EARN the respect they deserve from other communities. I wonder why there's no law that makes our MPs & MLAs to send their kids only to public schools, get treated only at govt hospitals, preferably by doctors from reserved category, or get their houses made preferably by engineers from reserved category. No politician who sheds crocodile tears for 'backward' castes / classes will dare to do as above.

I belongs to ST .I found reservation is really disgusting. Reservation must be the nastiest thing in Indian administrative setup. Reservation brought nothing to backward communities collectively since it is meant for just a handfull of individuals. The notion and logic of bringing upliftment to poor by allowing few poor in administration is funny and childish. The involvement of poor in decision making process is enough since the babus are but the feet of netas. Keeping reservation till now after almost 70 yrs of Great Indian Policy of Reservation shows that reservation is failed policy and it lost it relevance. Objective was to give a push for development of so call lower class and tribal community but it become a tool for political game. Nurturing is good but spoon feeding will keep some sections of society and will remain another section of society rather than intermingling. Reservation has kept the people divided and disconnected with other people based on caste and category. Rather than caste based reservation , vulnerable section of society needs helping hand from govt in form of providing quality education, infrastructure, financial help to bright but poor students. A former solicitor general doesnt know that the 10 year cap was only meant for political reservations and not education or employment. Speaks volume about merit of such people who hold high posts. Regarding efficiency, there have been scores of studies/researches been done which show that reservation do not hamper efficiency in any manner. If you check the number of SC/ST in secretary level posts you will see they are grossly underrepresented. This isn't because they aren't meritorious, but because of discrimination. Why no one is talking about Distribution of land, why is the ownership of lands only in the hands of the "so called upper castes". I support reservation in promotions. otherwise lets distribute lands to the OBCs,SCs,STs. When the Powers,Palaces,Properties of the Maharajas can be taken away by the Government of India, why not take the lands of the Sharmas,Pandeys,Mishras,etc (the so called brahmins). govt "s failure in providing uniform schooling ,higher education resulting in continuation of reservation..it would have been better if political parties in govt..takes health education as serious affair instead of face saving ad hoc measures such as reservation...weaker sections need empowerments not disgraced entitlement in perpetuity...we have to decide how long we wanted them to weaker and entitlement rider than strong and empowered .....in reality investments in education and health does not give much political dividends but reservations gives..so political parties will never take interest in long term policy ...and it will benefit neither reserved category as they will always be perceived weak and incompetent nor general who need to change its prejudices for weaker sections..on the whole loss is to nation who otherwise will deprive of services of meritorious students...Now we need a national movements and national debate like what students done in BANGLADESH not to abolish reservation but make it more effective and decentralised to serve its real purpose of empowerment but not make someone more equal than other and monopolised.

Our Government should form a committee on this matter of urgency.
After that we should change our policy and dig out new ideas to uplift the society. So that
(SC/ST/OBC/Minority/ Poor family) youth can participate in every part of National economy.
As a layman I can say
Non Creamy (SC/ST/OBC/Minority's/General) students should get 100% subsidy in tution fees/Books/Dress/(etc. As per need) applicable in private and public institutions from LKG to PhD.
Our Government Schools should be developed by PPP model.
All Non Creamy(SC/ST/OBC/Minority's/Poor General) should get monthly stipend (UBIFS&FL)
Universal Basic Income for Study Fooding & Lodging.
All above mentioned students should come under Aayushman Bharat Scheme for Health insurence. (Tier 1 treatment should be included with 2 &3 Catogery)
All above students should get reservations in University Admissions till graduation only.
There should be special Entrepreneurship Fund for above mentioned students with 4% rate. Maximum 20Lac.
All above enterprenuers companies should get reservations in Government tenders ( 40%Share).
Government jobs should have reservations only for (administration, Clurk, Peon).
All other should be exempted from reservation.
Private sector Companies and Universities should have joint projects and above mentioned students should get proper share.
On the basis of performance they should get hired by companies.
I don't know how much it's right but it try to balance every section of India.

Watcher Node your view is in wrong direction. No body goes in Beaurocracy for the Uplift of society on the basis of their Caste/State/Religion. Definitely he Uplift himself and his family.
Mainly Beaurocracy implement the existing policies or draft policies as per Constitution (Influenced and final desicions by the Legislatory Body.
I feel Uplifts of Societies could be done by Legislative reforms and implementation.
And whatever party/Leader win on the name of SC/ST/OBC/Minority really don't think the grassroot problems of society. Currently approx totals 2/3 MPs are from SC/ST/OBC communities in Legislatory Body but they uplifted themselves and their chamchas on the name of whole society improvement.

Honesty, this is debate heavily stacked towards three who are against reservation in promotion. Only Mr. Siddhartha is able to present arguments with historic, conceptual and emprical (including law) clarity. If one has read the facts right, any sane person will support reservation in promotion. The Brahmanical minds will find issues.
Reservations must be open for all including general categories , dor this it requires some criteria to choose the most backward one's only. In my department 2/3rd of candidates selected through reservation belong to financially strong families. Reservations must be limited to most backward class like rag pickers, richkwa pullers, daily wage earners, labourer etc.

Reservation system will never achieve its primary objective of social justice n equality for 'backward' castes & classes as it is inherently discriminatory and compromises on merit. Even 72 years of reservation hadn't uplifted the so-called 'backward' sections of society but has merely created a creamy layer within these castes & classes. India has become a country of freeloaders and due to the enormous benefits of the Reservation System, more and more castes & classes want to be labelled as 'backward' to avail such benefits. India should provide reservations only for education and not for jobs and certainly not for promotions in jobs. Let everyone compete as equals for jobs and progress as per their competence. Only then will 'backward' castes n classes EARN the respect they deserve from other communities. I wonder why there's no law that makes our MPs & MLAs to send their kids only to public schools, get treated only at govt hospitals, preferably by doctors from reserved category, or get their houses made preferably by engineers from reserved category. No politician who sheds crocodile tears for 'backward' castes / classes will dare to do as above.

I belongs to ST .I found reservation is really disgusting. Reservation must be the nastiest thing in Indian administrative setup. Reservation brought nothing to backward communities collectively since it is meant for just a handfull of individuals. The notion and logic of bringing upliftment to poor by allowing few poor in administration is funny and childish. The involvement of poor in decision making process is enough since the babus are but the feet of netas. Instead of reservation policies Government must adopt the policy of holistic approach to provide better facilities of education,health and infrastruction in backward areas> And ultimately there will be a time when they can compete with others. Reservation will take the backward people to nowhere, it is time test result. Unfortunately it has became the political tool. Determining the category with GENERAL OBC SC ST is not representation while it is classification. Treatment of people with their category would never gonna give them equality .equal opportunity and economic establishments will only be possible through decent education and decent COMMERCIAL employment .It never gonna happen in Government jobs or anything else.

Keeping reservation till now after almost 70 yrs of Great Indian Policy of Reservation shows that reservation is failed policy and it lost it relevance. Objective was to give a push for development of so call lower class and tribal community but it become a tool for political game. Nurturing is good but spoon feeding will keep some sections of society and will remain another section of society rather than intermingling. Reservation has kept the people divided and disconnected with other people based on caste and category.
Rather than caste based reservation , vulnerable section of society needs helping hand from govt in form of providing quality education, infrastructure, financial help to bright but poor students.
Hope everyone consider himself an Indian not as a Brahmin or Dalit and dedicate life for the betterment of society.

Regarding efficiency, there have been scores of studies/researches been done which show that reservation do not hamper efficiency in any manner.
If you check the number of SC/ST in secretary level posts you will see they are grossly underrepresented. This isn't because they aren't meritorious, but because of discrimination.

govt "s failure in providing uniform schooling ,higher education resulting in continuation of reservation..it would have been better if political parties in govt..takes health education as serious affair instead of face saving ad hoc measures such as reservation...weaker sections need empowerments not disgraced entitlement in perpetuity...we have to decide how long we wanted them to weaker and entitlement rider than strong and empowered .....in reality investments in education and health does not give much political dividends but reservations gives..so political parties will never take interest in long term policy ...and it will benefit neither reserved category as they will always be perceived weak and incompetent nor general who need to change its prejudices for weaker sections..on the whole loss is to nation who otherwise will deprive of services of meritorious students...Now we need a national movements and national debate like what students done in BANGLADESH not to abolish reservation but make it more effective and decentralised to serve its real purpose of empowerment but not make someone more equal than other and monopolised.
