Mera was a powerful sorceress from Atlantis and the former guardian of Queen Atlanna.

Mera is honestly more powerful than Arthur, Darkseid recognized this which is why he turned her into one of her cyborg furies.
But why he didn't make Zatanna

From my understanding -- and take it with a grain of salt because I'm not very much into comics -- Darkseid brain washed the members he turned into cyborgs to be mindless creatures who fight and serve under Darkseid: hence, no free will. Having free will -- or lack thereof -- is a big theme with Darkseid.
For Zatanna's magic, she needs to actually think and speak backwards depending on the context: she needs to make a decision; she needs free will to cast spells. I think the same logic applies to Green Lantern (Hal Jordan). Hence, they were killed off, as the others were salvaged because fighting is second nature to them even without free will.
That, or Zatanna and Green Lantern's bodies are too fragile to endure the surgical procedure 😅 I'm not sure@@nuniralte7935
What I liked about DCAMU continuity:
It didn't hold back with it's characters, no one was safe
What I hate about it:
Some of the character's power scales was imbalanced in order to give other characters the spotlight. And of course Nightwing's ever injured shoulder.
They did Zatanna dirty in Apokolips War
+ they did Mera dirty. She’d literally KILL diana if she wanted

Yet all that didn't stop her head being chopped off by Wonder Woman.
@IVORISM maybe but I've seen them fight twice. Once in Blackest Night Wonder Woman and in the Flashpoint comics. Both times Diana came out on top

Water manipulation is cool by itself. I don't know why they added it so she can make water "hard" like steel arrows.
She can alter the temperature of water if she makes it cold enough it can become ice that’s logic
