To be honest, use a v shaped carbide sharpener and go slow with it, then after that use a leather strop. Should get it razor sharp especially if you practice

That is not the best way to sharpen because it seems like you dulled the tip a bit on that wet stone. The paper tests with the tip shows frays on the paper, which shouldnt be like that. What can make it more sharper: Stropping + 6 levels of buffer, from coarse to very very fine. 5 strokes down to 1 stroke per side ×3 for each buffer grit used.
