No, nobody can just move in and fix for free and live there. He still owns it, or the bank does through a mortgage. It can also be sold if the property taxes aren't being paid on. But if nobody complains, he can just let it rot and fall down. He probably is doing that to make it a blight on the neighborhood, and this way he is getting revenge on the neighbors who complained to the police about him when he threw wild and loud parties there.
