Perspective: Multidimensional Poverty | 07 December, 2021

  • In this episode of the Perspective Prog. based on Multidimensional Poverty. NITI Aayog has recently released the state-wise National Multidimensional Poverty Index or MPI in line with the global index released by the United Nations each year. According to Global MPI 2021, India’s rank is 66 out of 109 countries. The National MPI Project is the first attempt in years to define poverty measures and is aimed at deconstructing the Global MPI and creating a globally aligned and yet customised India MPI. The MPI is based on three dimensions -- health, education, and standard of living -- with each having a weighting of one-third in the index. The household micro data collected at the unit-level for the NFHS serves as the basis of the computation of National MPI. This unit level micro data collected in 2015-16 has been used in the current MPI report to derive an idea of baseline multidimensional poverty i.e. where the country was with respect to MPI before full-scale roll out of the above mentioned schemes. The MPI identifies 25.01 per cent of the population as multidimensionally poor. The progress of the country with respect to this baseline will be measured using the NFHS-5 data collected in 2019-20.

    Good to see , Niti Aayog is doing such a good work. No ruling party effect on reports. These reports will be very relevant in coming years.

    ERASING POVERTY
    "Poverty is the pain of lack of education, health and standard of living".
    From the above line it's clearly visible that poverty is based on three major indicators ie health, education and way of living and the lack of all these things together shows a person is below poverty line. India being a developing nation and even after being ruined from the two long century rule is now in the great threat of poverty. But india with its action and index does make it clear that it won't leave even a stone unturned to take the country in flying colours.

    This is a very good initiative from the Niti Aayog. Congratulations.
    However, please consider the following points
    1. Please develop an index for measuring impact of explicit and exploitative castiest behaviour. While caste is there everywhere in India, the toxic effect in the bimaru states is a problem.
    2. Social reform movements. Look around and the better states are where someone sometime picked and pushed social reforms and changed society. An index to make people aware of this aspect.
    3. Education levels, poverty, social reforms are all very intimately connected. This needs to be analyzed and indexed.
    Throwing money only is a bad idea. However we need to hand hold the poor and disadvantaged until they can stand on their own.

    While the objectives are laudable, the achievements cited by the speakers under the Multidimensional poverty targets have to be properly verified, as so many "achievements " under ODF, Aayushman Bharat etc have been found to be highly exaggerated by CAG audit and other studies.

    What is the difference between MPI & HDI?

      Both use same parameters to judge the situation but MPI does it on a micro level and data for all MPI parameters should come from same survey, for example Niti Aayog's MPI study depends on NFHS 4 survey. HDI data for parameters comes from different surveys.

      I thought this discussion is heavily biased towards the ruling party (baseline data is 2015-16) and then we have people who don't want to see the truth about poverty in our nation.
