People get comfortable setting up piles of trash and making a home on the sidewalk, the laws are not enforced in any serious way and people think they can set up forever. Then the clean ups come and they are beside themselves with frustration when their stuff is hauled away. You can't live on the sidewalk. It's illegal. But this has to be enforced with real penalties, not in this half ass way we keep doing it where they are allowed to come back again and again. People have to either accept help, leave the area permanently or they will be arrested. No more of this "gray zone" existence.

Yeah. There needs to be police cameras mounted along the sidewalk to alert the police when someone is setting up an encampment. These vagrant camps take 5 minutes to set up, and 2 hours to dismantle and haul away, because un-housed people shout at the cops and resist having their stuff cleared out.

I've an idea that likely has many problems with it, that I haven't thought through yet, but Seems like some small cheap buildings could be built, 8'x6', in groups of 100 per location, with some porta johns nearby. Why would any city or state allow one of their major tourist zones be overtaken by homeless tents, trash, needles, etc. Those women need to hush and let the cops do their jobs.

She would have needed several 8 ft bed pickup trucks to haul away the stuff she had accumulated. Then move it across the street. She keeps saying there's no place for her to go, when there's tax paid government housing and hotel rooms paid in full for her to go to and the government agent workers are standing right there to help her.

They did a clean up a yr or so ago & the home less just came back like nothing happened why keep doing the same thing if police officers not going to keep the homeless off the beach area it's a sign of craziness doing the same thing & except a different outcome !!
I've an idea that likely has many problems with it, that I haven't thought through yet, but Seems like some small cheap buildings could be built, 8'x6', in groups of 100 per location, with some porta johns nearby. Peanut Butter sandwich meals 3 times a day. Or some variation of it. Maybe some would accept such a thing.
70% of those mini homes would be destroyed in under 6 months. They would be storage sheds mostly. They want stuff handed to them, that's it.
