You can serve someone a 30 day even if they have a month to month lease. The proces is still the same as if they had signed the lease.

That includes property taxes. Every time local governments raise property taxes, the renters will ultimately pay their landlord’s taxes when he or she passes that added expense on to them.

She knows the system and how hard it is to evict someone and trying to fight them to get the past due amount costs more than it's worth so she figured she would get her back by living for free and pay her nothing. In a way it serves the landlord right since she already had a deal with someone else and then cancelling on them just to rent to her because the mayor acting like a queen demanded it.
